BIL (or Band Interleaved by Line) is a raster .bil file format developed and used primarily by ESRI. The files are commonly saved with an accompanying header file ending in the same base name, but with a .hdr extension. BIL files are used to store multi-band surface reflectance data for satellite imagery and aerial photography. In general, this data format contains two files: one for the raster data itself and one header file that contains information about the dataset, including the type of the data (e.g. byte, integer).
File Structure
BIL files have a binary format and they are composed of raw raster data with an associated header file. The file structure consists of regularly spaced array of lines or columns containing samples arranged in parallel bands. There may be 1 or multiple parallel bands per BIL file, depending on the data contained. Each band contains the same number of lines and the same number of columns as the other bands.

BIL is just one type of raster file out of many, including the related but distinct ERDAS Imagine .img, NITF .ntf, GeoTIFF .tif, HDF .hdf, Digital Raster Graphic .drg, MS Windows BMP .bmp, JPEG/JFIF jpg or.jpeg, Portable Networks Graphics .png, GIF Graphics Interchange Format .gif, Sun Raster/Sun TAAC .ras formats.

After installing the required software, the operating system will usually automatically associate an unknown file type (in this case .BIL) with the new application.
