The TLB file extension stands for OLE Type Library, a binary format developed by the Microsoft Corporation. This file type is used to store type library information required when building a program using the Component Object Model (COM) ActiveX technology.
Type libraries are dynamic-link libraries which contain definitions of objects, their properties and methods, OLE Automation classes, used as an interface reference in other programs. The TLB format is used by Component Object Model dynamic-link libraries, OLE Automation servers and controllers. Such libraries provide the developer with a description of COM objects used during the compiling process.
Relationship to Other File Formats
The TBK, OLB, and FWD files are related to the TLB format. These files contain a backup version of the type libraries which contain descriptions of COM objects, built before ActiveX controls existed. This enables applications to read values stored in these files.
Optimized Type Library Creation
Microsoft Visual C++, MIDL compiler, and other programs use the type library information stored in the TLB file when creating optimized type libraries. The MIDL compiler processes IDL declarations and generates source code for simple COM components containing type library information.

.NET Compiler Platform (Roslyn), an open source project for the .NET framework, includes tools for compiling source code written in C# or Visual Basic into executable programs. Additionally, the .NET Reflector, a free tool for decompilation and browsing.NET assemblies, can be used to view or save the contents of a TLB file.
