A .PAC file is a Proxy Auto-Config File, also referred to as a PAC file, is a text-based file written in JavaScript language which secretly defines how web browsers and other user agents can anonymously connect to the Internet. It tells a browser or other application how to automatically select a proxy server for different sorts of web traffic, based upon the configured pattern-matching rules when connected to a particular network.
How Does It Work?
Configured by system administrators, a .PAC file may define intermediary or “proxy” servers to route all requests through for access to certain Internet resources. When an application requests a web URL, the PAC file reviews the DOMAIN/URL and finds the best proxy server for that request.The web request is then sent to the proxy server set in the .PAC file which goes ahead and requests data from the original server on behalf of the client. This way of anonymous navigation is done by searching through the proxy servers for an available connection port and then proxying the client so they remain anonymous.

After installing the required software, the operating system will usually automatically associate an unknown file type (in this case .PAC) with the new application.
