What is ARFF file?
ARFF (Attribute-Relation File Format) is a type of file extension used primarily with Weka data mining and machine learning software. The ARFF format is an ASCII text file that always ends with the extension .arff. It describes a list of data-attributes along with their properties, as well as the data-instances based on these attributes. Each attribute is described by its name, type, and a list of possible values/classes in case of nominal/categorical attributes. [ ⏩ ] ARFF file extension
What is XLSX file?
XLSX is a file extension associated with .xlsx files containing spreadsheet data. It is used by modern versions of Microsoft Office Excel, which stores spreadsheet information in an encrypted Open XML format, making it compatible with most operating systems. XLSX files save data in cells that can be arranged with both text and graphical elements such as charts and images. The structure of this kind of file allows for quick calculations and analysis of data, as well as powerful graphing tools. [ ⏩ ] XLSX file extension

How to convert the file from ARFF to XLSX?
To successfully convert the ARFF file to XLSX, you should install one of the applications from the list. After installing the software, open the program and select the file you want to convert (file-name.ARFF). The next step is to select the target format from the list, in this case XLSX (usually converters allow you to convert to several different formats, so check out their features - maybe one of the available formats will suit you more than XLSX).
What is a file conversion?
A data conversion is normally an automated process to some extent. The effect of the operation of one program is automatically the input product of another application. If that does not happen we need to help the process a little bit and convert the file on our own, e.g. ARFF to XLSX. To obtain a matched structure of the data, it is necessary to use an appropriate converter.
Program for converting ARFF files to XLSX files is a kind of a "binary code translator" compensating for the differences in the code or translating it in such a way so that another application could use it. For us, as users, the visible change will be only another file extension. (After converting the file, it will be the extension XLSX, while before this step we had the ARFF file). For the programs, the difference is on a much higher level – either the application will be able to open a new XLSX file, or not.
